Під час подій на Майдані усі говорили, що “Стратегічна мета Майдану - це зміна ситеми влади”. Це те, за що стояли і проливали свою кров сотні тисяч патріотів по всій Україні і, на жаль, продовжують проливати її сьогодні в боротьбі проти російської окупації. Однак на сьогодні Система залишається незмінною.

Що нам робити? Як змінити Систему?!

Як кажуть: «Коли не знаєш з чого почати – почни з початку!»

Оскільки спосіб обрання влади (вибори) - це є початок легітимності будь-якої влади, тому починати треба саме звідси. Спочатку народ обирає владу на виборах, а далі вже відбуваються усі інші процеси: формування системи органів влади, розподіл повноважень між органами влади і т.д. Тому зміну системи потрібно починати зі зміни способу обрання влади.

У чому проблема України і звідки ростуть корені корумпованої влади?

Все починається з народу. Народ – єдине джерело влади в Україні - і передає свої повноваження шляхом проведення виборів, оскільки на сьогодні це єдина демократична процедура наділення владою.

В існуючій системі основною проблемою є колективна безвідповідальність, яку ми самі встановили і підтримуємо. Зараз ми маємо ситуацію, коли кожен громадянин, якому виповнилося 18 років - має право обирати. Все це звучить дуже красиво, але на практиці це перетворилося у систему, де голоси купують/продають і навіть «віджимають» під погрозами звільнення з роботи і т.д. Все відбувається за принципом “проголосували і забули”.

В Україні була і чиста мажоритарна система, і пропорційна, і змішана, і «відкриті списки» на останніх місцевих виборах були, а результат - один і той самий. Обирають популістів, некомпетентних демагогів і корумпованих казнокрадів.

Останні виборчі кампанії показують, що гроші найкраще забезпечують результат. Як правило, за допомогою підкупу (продуктовий набір), скупки голосів (по 300-500 гривень) і за півлітра горілки можна забезпечити перемогу будь-якого негідника.

Технологія проста. Спочатку людей доводять до злиднів, а потім спекулюють на стражданнях і купують голоси. Про яку появу середнього класу ми можемо говорити? Олігархам просто не вигідно руками своїх кишенькових партій створювати умови для появи конкурентів.

Якщо зобразити схематично процедуру проведення виборів в Україні, то вона відбувається за наступним замкненим колом:

Чому у нас виникають майдани? Тому що громадянське суспільство, яке складає близько 10% громадян, в своєму розвитку в кілька разів вище за державні інститути і політикум. Цей креативний клас досить гостро реагує на несправедливість і відчуження влади від людей. І саме вони виходять на Майдан, коли прірва між владою і громадянином досягає рівня Маріанської западини.

Можна перемогти на Майдані, можна скинути чергового Януковича, захищати країну на війні, але замість оновлення та зміни системи на виборах, більшість виборців продасть свій голос черговому популістському олігархічному проекту.

Практично усі політичні еліти скуповують голоси виборців за дрібний прайс. Вони беруть безпосередню участь у зміцненні олігархічного правління в Україні і ділять політичну ренту.
Що ж робити, як розірвати це замкнене коло?

Все починається з відповідальності громадянина, який голосує.

Громадянин має бути відповідальним за свій вибір перед виборами, під час виборів та після виборів. Механізми втілення цієї ідеї можуть бути різними і мають відповідати вимогам поточної ситуації в країні та застосуванням усіх можливих запобіжників.

Для того, щоб починати дискусію, пропонуємо таке визначення термінів:

Громадя́нин — людина певної країни. Ця приналежність є формально юридично оформленою. Як член певного соціуму громадянин має певні права та обов'язки, щодо цього соціуму і підпорядковується певним (прийнятим в громаді) нормам поведінки. Громадянами є ті, хто підписав Суспільний договір і склав іспит на знання: а) української мови; б) історії України; в) основ конституційного ладу. Це дає право громадянам голосувати, бути обраними і обіймати посади в органах державної влади та силових структурах. Право створювати і бути членами політичних партій мають тільки громадяни.

Житель - людина певної країни. Ця приналежність є формально юридично оформленою. У порівнянні з громадянином має менше обов’язків та прав. Не має права обирати та бути обраним.

Делегат - громадянин, котрого обирає місцева громада відкритим голосуванням з метою делегування йому повноважень по обранню депутатів різних рівнів, міського/сільського голови та Президента.

Безумовний дохід

- кошти, які поступають безпосередньо на банківський рахунок громадянина, як сплата за користування надрами та іншими природними ресурсами Держави. Такий дохід не оподатковується та є безумовним правом громадянина.

Досвід інших країн

Дивлячись на свіжий і дуже цікавий досвід Ісландії, де сам народ написав нову конституцію, а також на досвід прямої демократії бразильського міста Порто Алегро, ми приходимо до ідеї відповідального громадянства, яке на практиці втілюється через 2-рівневу виборчу систему. Прості громадяни повинні обрати з-поміж себе достойних – відповідальних громадян, тих, хто не належить до жодної існуючої політичної партії, кожного з таких «делегатів» повинні відрекомендувати як мінімум 10 громадян. При цьому громадяни самі відкритим голосуванням обирають делегата.

Саме відповідальні громадяни (делегати) – повинні стати тими, хто потім буде фахово обирати поміж кандидатів у президенти/депутати України, контролювати їх діяльність, а у разі якщо ті оберуть хибний шлях – відкликати їх в найкоротші терміни.

Відповідальним громадянином є той, хто:

Відповідає критеріям – вимогам до делегата (віковий ценз (від і до), досвід роботи, відсутність судимості, позапартійність та ін.). • склав іспити на знання: а) української мови; в) основ Конституційного ладу; г) політичної історії України. • підписав новий Суспільний договір; • взяв на себе обов’язок служити (військова або альтернативна служба) • бере участь в співуправлінні країною.

Це дає право відповідальним громадянам: • голосувати та здійснювати постійний контроль за обраними. • відкликати депутатів, мерів та ін. обраних осіб з займаних посад; • Отримувати безумовний дохід від експлуатації природних ресурсів держави (як гарантію незалежності від політичних партій).

Що це означає на практиці?

Де-факто це означає, що владу в державі буде обирати розумна меншість, яку призначить (відрекомендує) сам народ. І народ достеменно знатиме, хто ці люди і чи можна їм довіряти, бо це будуть ваші друзі/батьки/брати/сестри/сусіди. Жодного призначення зі сторони та жодного нав’язування. Ця делегована меншість зобов’язується створити та виконувати новий Суспільний Договір та повсякденно слідкувати за обранцями і в разі потреби швидко замінити їх. Так само замінений може бути і сам делегат на вимогу громадян, які його обрали.

Що нам дає така 2-рівнева система виборів заснована на відповідальному громадянстві?

1) Зменшення витрат на проведення виборів у 5-7 разів - через 10-кратне зменшення кількості виборців, яких потрібно обслуговувати в день виборів.
2) Зменшення імовірності маніпулювання вибором - розумними і активними людьми, які свідомо обрали шлях відповідального громадянства, дуже важко маніпулювати. Їх не купиш за 500 гривень чи пакет гречки.
3) Втілення на практиці основного принципу меритократії - приведення до влади достойних. Вже сам факт того, що правом голосу народ наділятиме лише тих, кого вважатиме достойним і тих, хто відповідає мінімальним (пороговим) критеріям дає великий шанс, що кращі оберуть кращу владу і кращі прогресивні ідеї, а не більші “пакети гречки”.
4) Обрання професійних менеджерів, які забезпечать сталий розвиток країни. Ймовірність проскочити в парламент різного роду політиканів, демагогів і інших «кровосісів» зменшиться на порядок, якщо обиратимуть розумні і досвідчені громадяни.
5) Громадяни завжди будуть знати, хто обрав для них владу. Це буде конкретна людина, яку вони знають в лице, яка взяла на себе відповідальність обрати (для них і для себе) людей з конкретною програмою дій. І з якого завжди можна запитати. Тому є великий шанс, що нарешті зникне колективна безвідповідальність як зі сторони народу за свій вибір, так і зі сторони обранців за їхню бездіяльність.
6) Протидія узурпації влади через постійне чергування делегатів. Делегат - це не “месія”, і процедура його заміни та/або відкликання повинна бути такою ж простою, як і процедура його призначення. Якщо делегат не справляється зі своєю роботою, його можуть відкликати простою більшістю голосів люди, які його обрали.
7) Залучення до виборів громадян, які з тих чи інших підстав перебувають за кордоном. 2-рівнева система виборів цілком може передбачати дистанційне голосування, що дозволить громадянам, які перебувають у відрядженнях за кордоном приймати активну участь у виборах без шкоди для їхньої ділової активності. Так само голосувати за свій регіон змогли б переселенці з окупованих територій, які були змушені виїхати під натиском окупації, а це сотні тисяч гідних українців з Донбасу та Криму.
8) Можливість швидкого та дешевого впровадження електронного урядування. Із 10-кратним зменшенням кількості кінцевих виборців затрати на технічне обладнання процесу електронного голосування знижуються пропорційно.

Дворівнева виборча система, заснована на відповідальному громадянстві – це перший крок до якісних змін, пусковий гачок, який зможе запустити та забезпечити укладення нового Суспільного Договору заснованого на новій системі народовладдя.

Для України сьогодні життєво необхідним є виокремити активних, розумних, енергійних людей, які готові взяти на себе відповідальність за долю своєї країни, зможуть сприйняти необхідні новації і провести потрібні реформи. Ці люди мають стати провідниками трансформації суспільства та взяти на себе відповідальність за реформування країни. І якщо ми говоримо, що перший етап революції Гідності дав нам свободу, то другий має створити передумови до появи відповідального громадянства.

Для отримання якісної влади мають бути певні вимоги як до кандидатів, так і до виборців. У багатьох розвинених країнах немає “загального виборчого права”, натомість мешканці країни поділяються на “громадян” та “негромадян” (або жителів).

Статус «негромадянина» багато в чому пов'язаний з обмеженням прав. Так у Латвії негромадяни не можуть служити в правоохоронних органах, охороняти в'язниці, працювати чиновниками, адвокатами, нотаріусами, фармацевтами, працівниками Служби державних податків, РАЦСів і ін. Також існують обмеження в соціальних і економічних правах: у придбанні нерухомості, у правах на приватизаційні сертифікати, в підрахунку пенсійного стажу, у праві володіти зброєю, у виїзді без віз в деякі країни ЄС тощо.

P.S. Скоро настане час “Ч”

Цього року Євросоюз, Америка та Росія будуть спонукати Україну до внесення законопроекту про вибори на окупованих територіях. Наступний крок – легітимізація окупаційних режимів і внесення змін до Конституції щодо особливого статусу ОРДЛО.

Запровадження Інституту відповідального громадянства та 2-рівневої системи виборів унеможливить окремий статус для окупованих територій, оскільки голосувати будуть не просто мешканці з окупованих територій, а відповідальні громадяни, серед яких сотні тисяч, які вимушено покинули свої домівки, це стане запобіжником від потрапляння до парламенту антиукраїнських сил і запорукою того що справжній голос Донбасу таки почують.

Ukraine Is a Global Guarantor of Food Security

The Ukrainian government considers sowing 2022 one of the most critical areas along with the military confrontation and the situation in nuclear energy. Why is it so important for Ukrainians to sow grain, sunflower and other crops in time? Why is Ukraine's agriculture now under the watchful eye of the whole world?

As ordinary citizens, we are accustomed to consider our state corrupt, weak, and incapable of anything. We have been fed this rotten information product from outside for decades; many people willingly consumed this product, and only specialists were interested in the facts. Why they were not interested in making these facts public is a big question for future analysis. For now, let us just face the facts and consider once more: is the state of Ukraine really so unimportant on the world stage? Let us consider only agriculture for now.

FACT 1. Ukraine is one of the top five world exporters of grain and legumes.

In 2021, Ukraine became a member of the UN World Food Security Committee, subordinated to the UN General Assembly. For the first time in its history, the International Grains Council (an intergovernmental organization whose activities aim at promoting and strengthening international cooperation between grain-exporting and importing countries) is lead by the representative of Ukraine, Deputy Minister of Economy of Ukraine T. Kachka.

FACT 2. According to the State Statistics Service, grain exports in December 2021 amounted to 23.5% of total exports.

It means that almost a quarter of the goods that make Ukrainian foreign profits are crops. In particular, according to the 2020/2021 data, the following crops were exported:

  • 6 million tons of wheat,
  • 2 million tons of barley,
  • 4 thousand tons of grain,
  • 1 million tons of corn,
  • and 126.9 thousand tons of flour.

During the COVID-19 pandemic, when global supply chains were shattered, Ukraine had been faithfully fulfilling its obligations and contributing to the food security of its partners in the Middle East, Europe, South-East Asia and North Africa.

FACT 3. Among the countries that are most dependent on the supply of Ukrainian grain, the top five are:

  • Pakistan (the share of Ukrainian crops is 67%)
  • Lebanon (the country buys half of its crops in Ukraine)
  • Libya (41% of grain is Ukrainian)
  • Tunisia and Ethiopia (they buy 36% of their grain reserves in Ukraine).

    As one can see, in general, these are countries with relatively low per capita income and obviously high expenditures for food in the family budget.

    Egypt, Turkey, Bangladesh and Indonesia are also major importers of Ukrainian wheat.

    FACT 4. 14% of Ukrainian exports are fats and oils of vegetable and animal origin.

    The main consumers of Ukrainian sunflower oil are:

    • Iraq (46%)
    • China (40%)
    • United Kingdom (39%)

    FACT 5. Ukraine's contribution to the world food market in 2021 was equivalent to providing food for about 400 million people.

    To compare, the population of the United States is 330 million, and the population Germany is about 84 million.

    It is now clear why Ukraine, due to its traditionally strong food exports, has been positioned for a long time as a guarantor of food security in many countries around the world.

Unfortunately, the harvest of 2022 in Ukraine is in question, because:

  • the sowing campaign is under threat;
  • large areas of agricultural land are physically inaccessible for spring field work;
  • 30 million hectares of agricultural land are mined;
  • in relatively safe regions (although they do not exist in Ukraine now a priori) sowing is complicated by lack of fuel, logistical problems, in particular due to problems in the supply of previously ordered and paid seeds, fertilizers, and plant protection products;
  • a significant part of field workers now stand in the ranks of the Armed Forces of Ukraine.

Will Ukraine have food this year?

Deputy Minister of Agrarian Policy and Food Taras Vysotsky stated that food stocks have been formed in Ukraine for two years, and farmers are ready to plant fields in areas where there is no fighting.

So, we are going to have our bread and butter but what about the rest of the world?

European media write that sunflower oil has disappeared from store shelves in some countries. Most consumers in developed countries did not even know that this product was supplied to them from Ukraine.

According to the information from Lebanon, the price of bread has risen 5 times since the beginning of the Russian invasion of Ukraine.

In some parts of Africa, there is a growing risk of political protests and instability due to rising bread prices.

In general, UN Secretary-General Antonio Guterres said that the war in Ukraine had already disrupted food supply, food and fuel prices and that every effort should be made to ensure that the situation did not escalate into mass famine and the global food crisis.

Economic conclusions from these facts, in general, are clear. The sooner Ukraine wins and the sooner it rebuilds its infrastructure and peaceful life, the less part of the world will face economic crises / changes in political leadership / revolutions / protests and other unpleasant consequences.

However, in the context of the above information, several questions arise, the answers to which on could not find in statistical tables.

Isn't the possibility of Europeans accessing the cheap food market the reason for the slowdown in our accession to the EU all these years?

And how far are European governments ready to go in "resolving the Ukrainian crisis"?

After all, our desire to win and our willingness to repel the aggressor as much as necessary can significantly affect the price level in European supermarkets.

The leaders of the importing countries have two ways to solve their food problems:

  • First: to help Ukrainians end the war before sowing, providing us with everything we need for this;
  • Second: to hand us over to Russia and then negotiate the supply of agricultural products with it.

It is obvious that only the unquestionable support of Ukraine by ordinary citizens of the EU and the world as a whole deters some leaders from the desire to pay for bread and butter, without which it is difficult to live even in the era of cryptocurrencies and nanotechnologies, with our freedom and our territories.

The War As Reality

Waiting enemy fire in the long sleepless nights provoke long reflections and the adrenaline rush of the first day of the war sets their theme and direction.

Today, the Ukrainian military is restoring historical justice, giving a worthy resistance to our primordial enemy. The Moscow horde, the Bolshevik invaders, the new Russian fascists call them whatever you want. There is the only thing that remains the same: they come to us from the North, East and South and have one goal: to destroy the Ukrainians as a nation.

History repeats itself in a spiral, and every few decades we are forced to repel the onslaught of well-armed lumpens who have only one desire: to kill. However, each new round leads us to new levels of resistance and gets us closer to the final victory.

After 1654, we gradually lost our statehood. In the early 20th century, we gained independence for a short time. During World War II we fought on two fronts with the world's strongest armies: the Soviet and the Fascist ones, and then resisted for more than ten years.

March, 14, the Volunteer's Day in Ukraine

We are the volunteers. We are people of idea, action, and good will. It is always difficult with us. It is hard for the authorities, officials, leaders, and commanders at all levels. Why is it so? For we have the freedom to maneuver that the executives, being bound by statute, regulations, and salary, do not have. We have faced with this so many times for the last three years of war that one cannot count.

Coordinating our combat operations and maneuvers with the commanders of the Ukrainian Armed Forces and the ATO command, we always had a freedom in relation to the obsolete army rules and soviet-type bureaucracy - the battalions were built as military necessity and our possibilities dictated us but not the instructions covered with gunpowder. We were armed with what could be obtained or made by our craftsmen's hands.

We are inconvenient as the authorities can't understand how they can influence us. Despite the daily fights with the enemy at the forefront we are constantly present in the information battles. The provocations were staged against us, then our fighters were arrested or a base of one of the battalions was surrounded.

Action "Give the deserved recognition to the Volunteers!" at the Kyiv regional council

Today the National Movement "Action" held an event "Give the deserved recognition to the Volunteers!” at the Kyiv regional council.

The event was attended by activists, volunteers of ATO, participants of the hottest military battles with the invaders of Ukraine, who after two years of warfare are still not recognized as ATO participants. Therefore, they and their families do not receive adequate support from the state, and most importantly - they do not have an official recognition as defenders of Ukraine.

That is why a draft resolution "On the status of the war veterans-volunteer combatants" was submitted to the Kyiv Regional Council, which also will be submitted to the local councils throughout Ukraine. This document is intended to recognize the volunteers who participated in the fighting in the area ATO as fighters for the freedom and independence of Ukraine and introduce the following concepts to the Ukrainian legislation: volunteering war veterans, disabled volunteering war veterans, and volunteers involved in fighting. Accordingly, the financing costs associated with the introduction of these concepts will be at the expense of the local budgets in the manner prescribed by the Law of Ukraine "On the status of war veterans and warranties of their social protection".

Today the draft resolution "On the status of the war veterans-volunteer combatants" was admitted by the relevant committee of the Kyiv regional council for consideration. According to the preliminary information, our draft resolution will be submitted to the session of the Council on June 14. So, we thank everyone who have contributed to our action and who are helping our soldiers to get the deserved title of defender of Ukraine.

The Central Election Commission accepted a package of documents for registration of a parliamentary candidate in the midterm elections to the Verkhovna Rada of Ukraine on July 17, 2016 from Hlahovych Mykhailo Vasylovych. The candidate is self-nominated, running from the 85th constituency (Ivano-Frankivsk region).

Mykhailo Hlahovych can rightly be considered a candidate to become a deputy from the new generation because he is not a representative of the "old faces" and not involved in dubious political processes. Instead, from the age of 17 he worked in the field of public health. He worked his way up from nurse to surgeon, PhD, associate professor. He has about 50 scientific papers and 4 patented inventions.

Dmytro Yarosh about the relevance of the judicial reform

In connection with the information resonance caused by yesterday's presence of Dmytro Yarosh in the Parliament and his vote for the judicial reform "Sector of the Truth", Dmytro Yarosh was asked to comment on the matter.

Dmytro Yarosh: "I purposely voted for the judicial reform. I'm sure more than ever and have always talked about it, that the judicial system of Ukraine needs drastic changes. During my many trips to the East I constantly faced the same problem: the separatists and their accomplices who were arrested and declared guilty suddenly after the trial found to be free. This situation exists not only in the East. It is at the court where the large number of high-profile cases is being inhibited.

Our judicial system is corrupt and rotten all the way through, so this issue must be addressed urgently. I realize that the proposed reform is not perfect, and probably in need of discussion and revision, but to leave the situation as is, is simply impossible.

I have always consciously acted and will act further for the radical changes in the country. The adopted reform is just the beginning on the long road of reconstruction of the Ukrainian judicial system."

”Action” activists from Khmelnytsky: “Victory!”

Today, on June 1, the ”Action” National Movement activists picketed Khmelnytsky Regional Council to acknowledge volunteer combatants.

About fifty activists of the National Movement "Statehood initiative by Yarosh " from Khmelnytsky, Ternopil, and Rivne regions as well as the city public came to defend the honor and dignity of the battalions fighters from UDA, UNO, "Aydar", and the "Right Sector". After all, these volunteers from the first days of the war came to defend the homeland, but still are not recognized by the state and have no official status.

The coordinator of the Khmelnytsky National Movement “Action” Valentine Bazyliuk appealed to the deputies: "Who is to know better than us as who was the first to take the arms and defend our land? These are our volunteers. These are our glorious cyborgs. These are our glorious sons of Ukraine. You know that Dmytro Yarosh have brought up the draft decision to the Parliament, but our ranks at the top refused it. They need neither volunteers nor the Patriots, they do not need the nation, they do not need Ukraine! That's why we do this nationwide event. Many activists and civil society organizations signed up the draft decision supporting it. In each area the activists of the National Movement “Action” will be bringing the same decision to the session."

Ukrainian volunteers deserve recognition!


On May 31, 2016 at 10:00 AM activists of the National Movement "Statehood initiative by Yarosh" will picket Ternopil regional council demanding that volunteers of UDD, UNO, "Aydar" and "Right Sector" who participated in the fighting in the ATO area as fighters for freedom and Ukraine's independence to be recognized with the appropriate financial support and official status.

In addition, activists of the Ternopil regional organization of National Movement "Action" already started collecting signatures to support the initiative. Currently 20 heads of public organizations have signed the appeal to the government demanding recognition of the volunteers. As it was stated by the coordinator of the National Movement "Action" in the Ternopil region Dmytro Haidutsky "Ukrainian volunteers, who first took up arms and defended state borders of Ukraine from the occupier, are actually outlaws. After three years of warfare, they are still not recognized as members of ATO. They and their families do not receive adequate support from the state, and most importantly - the volunteers are denied the official status as defenders of Ukraine. Lawyers of the National Movement "Statehood initiative by Yarosh" have prepared and are planning to serve the Ternopil regional council a draft decision "Regarding the status of war veterans and volunteer combatants." A statement by Dmytro Yarosh about sentencing of Mykola Karpyuk

Almost coincided, with a difference of one day, there were two events related to the Ukrainian prisoners of war: Nadiya Savchenko returned home, and an astronomical sentence - 22.5 years - was given to the kidnapped by the Russian Security Services Mykola Karpyuk - a patriot and a nationalist, a leader of the UNA-UNSO, who was my substitute in the days when I was heading the movement "Right Sector".

While the fate of Savchenko, when she was a prisoner, was watched by the whole world, and her return was an event of nationwide scale, the abduction of Karpyuk, tortures, to which he and the other person involved in the case Stanislav Klikh, were subjected, the falsified case itself, and now meaningless sentence (because all the fellows of Mykola know that he did not fight in Chechnya) - the Ukrainian government, the international community, either do not react at all, or react to a minimum.

Rejoicing Nadia Savchenko return, we should not forget about one of those who are still in captivity. Even if we manage to return them only after the victory, then we have to make this victory come faster.

I declare that we with my fellows have done, do, and will do everything possible to bring back Mykola Karpyuk home. By means either as an attempt to influence the Ukrainian and international official structures, or as non-standard steps in the military field.

Mykola Karpyuk and all the Ukrainian prisoners of war, contained on the territory of the occupying country and on the Ukrainian territories temporarily controlled by collaborators and Russian-terrorist groups, will return home.
